Power

As per section 48 of the HP Municipal Act, 1994 : –

The State Government shall by notification endow the Municipalities with such powers and authorities as may be necessary from time to time to enable them to function, subject to such conditions as may be specified therein, with respect to:-

  1. The preparation of plans for economic development and social justice.
  2. The performance of functions and implementation of the schemes which may be entrusted to them including the following, namely : –
    • Regulation of land-use and construction of buildings.
    • Planning of economic and social development.
    • Roads and bridges.
    • Water supply for domestic, industrial and commercial purposes.
    • Public health, sanitation conservancy and solid waste management.
    • Urban forestry, protection of the environment and promotion of ecological aspects.
    • Safeguarding the interests of weaker sections of society, including the handicapped and mentally retarded.
    • Slum improvement and upgradation.
    • Urban poverty alleviation.
    • Provisions of urban amenities and facilities such as parks, gardens and playgrounds.
    • Promotion of cultural, educational and aesthetics aspects.
    • Burials and burial grounds, cremation, cremation grounds and electric crematorium.
    • Vital statistics including registration of births and deaths.
    • Public amenities including street lighting, parking lots, bus stops and public conveniences;
    • Regulation of slaughter houses and tanneries.
